    I think Arthur may have a point here, what does the TL mean? Is it the<BR>
TL of the facility or the TL of the society/culture on the station? It is<BR>
concievable that the people on the station live an austere lifestyle in a<BR>
very old, very automated enviroment. We may think that our mania for planned<BR>
obsolescence which is a facet of our society holds true for Traveller, but<BR>
maybe not. Maybe the culture that constructs these habitats builds for<BR>
keeps, the station itself may be ancient. Just a few rambling thoughts while<BR>

Glenn, you forgot one other category which MUST be exempted to avoid suits<BR>
against the government: Imperial Military personell *_on duty_*. Including<BR>
the Scouts... otherwise, military personell on assignment off the facilty<BR>
(especially short term, like carrying a message to the local gov'nor's<BR>
Guard Captain) need also to be protected... Especially the marine who<BR>
delivers the "Capitulate Now, or Else!" message to uncoperative worlds.<BR>

OTOH, one of the things that makes AuricTech ships a bit more costly is<BR>

Another possible explanation is that the world's infrastructure doesn't<BR>
support production of goods above the listed TL, nor are items above the<BR>
listed TL routinely imported _for consumer use_.  However, if, for<BR>
instance, the belt is a mining world, it may prove worthwhile (depending<BR>
on the substances mined) to import high-tech life support machinery. <BR>
This would not necessarily reflect in the world's listed TL, since folks<BR>
going to that system can't expect to buy items of the higher TL, nor can<BR>
the get repairs on any of their high-tech equipment.<BR>

I tend to underpower military ships as well. For example, CG is rarely going<BR>
to be required at the same time as 6G manoever. Primary sensor arrays and<BR>
backup sensor arrays will not be active at the same time. Frequently I<BR>
over-rate beam weapons' focal arrays to allow the captain to divert power<BR>
from the manoevre drives to weapons.<BR>

I guess I just like the idea of juggling power around in a crisis. "All<BR>
power to drives - give me all you've got..." Besides, what else are bridge<BR>

I usually do it because that way you can put more combat gear in. How <BR>
often are you going to need full AEMS power, CG and full broadcast <BR>
power for your radio? If I'm really pushed for power life support for <BR>
non-essential areas can go in combat, too (what counts as non-essential <BR>
is of course the PCs problem).<BR>

High guard didn't allow this, but if only half of a Tigress' weapons<BR>
can fire each turn, why provide power to the other half?<BR>
<BR>
Especially since that extra power counts for nothing when you take damage.<BR>
<BR>
Also there are the more standard tricks of firing lasers at a higher ROF<BR>
using battery power or power from the anti-ship lasers that can't damage<BR>
your heavily armoured opponent.<BR>
